Djibouti
Advancing GFSM 2014 Migration and Strengthening Fiscal Reporting Systems (January 11–15)
METAC, in collaboration with the IMF Statistics Department and MCD, conducted a field-based technical assistance mission in Djibouti to support the migration of the Budgetary Central Government (BCG) Statement of Operations (TOFE) from the GFSM 1986 framework to GFSM 2014. The mission advanced the TOFE migration, clarified key source-data requirements, and reviewed FY2024 monthly submissions with data providers. Standardized reporting formats and updated templates were proposed to improve compilation efficiency, traceability, and quality assurance. Compensation operations between the BCG and major SOEs were reviewed, and guidance on their treatment under GFSM 2014 was provided. The GFSM 2014 bridge tables were finalized and tested, enabling the preparation of a draft annual and monthly TOFE for FY2024. The mission also provided input on functional classification and supported the establishment of a GFS steering committee to strengthen coordination and sustain progress in line with GFSM 2014 standards.
Morocco
Government Finance Statistics training (May 19-30)
A joint METAC and IMF HQ mission enhanced the quality and scope of fiscal statistics. The mission was funded jointly by METAC and the Data for Decisions (D4D) Fund. The mission’s focus was on refining GFS for the budgetary central government (BCG) and identifying data needed for an expansion to the general government (GG). The authorities agreed with the mission on guidelines to include extra budgetary units into the compilation of GFS, which will significantly improve quality of GFS. Important elements are to institutionalize and strengthen GFS compilation and dissemination, produce consolidated statements for the government sector, and ensure the completeness of the list of public sector entities.
Lebanon
Government Finance Statistics training (May 19-June 30)
METAC helped Lebanon improve GFS quality, coverage, and harmonization, ensuring alignment with international GFS standards. The mission engaged with the Ministry of Finance and the Central Bank, assessing the quality of current data, enhancing coverage and timeliness, assessing IT support, and developing an action plan for the next 12 months. The authorities are interested in re-starting national fiscal reporting and GFS compilation. The mission offered guidance on data collection and worked to integrate data from different sources. It also reviewed the current fiscal reports, as well as revenue and expense transactions focusing on how to classify them in line with international standards.
Syria
Advancing Fiscal Transparency in Syria through GFSM 2014 (January 19-22)
METAC conducted a diagnostic technical assistance mission in Damascus in January 2026 to start regular statistical reporting of Government Finance Statistics (GFS) for Syria’s Budgetary Central Government in line with GFSM 2014. The mission assessed fiscal reporting practices, source data availability, institutional coverage, and the ways to bridge the Chart of Accounts with GFSM 2014. Authorities demonstrated strong engagement, provided detailed information on source data, and completed a GFS diagnostic questionnaire. The mission confirmed that budget execution and public debt data are broadly adequate for GFS compilation and outlined an action plans for gradually transitioning to GFSM-compliant fiscal reporting. The mission emphasized the need to establish a dedicated GFS compilation team and finalize the FY2024 accounts as prerequisites for introducing and testing GFSM 2014 classifications It was agreed to continue with technical assistance over the next months.
West Bank and Gaza
In late September, a diagnostic mission on Government Finance Statistics was delivered to the authorities to align with the international standards. The mission was met with full collaboration from the authorities in identifying gaps in the compilation and dissemination of statistics. The authorities made progress in establishing efficient system for public finance data collection and processing. This work will be the foundation for the further expansion of coverage and introduction of additional reporting tables.
Yemen
During August and September, METAC’s GFS and PSDS Advisor Amir Hadziomeragic has played an active role in analyzing data and discussing the Data Adequacy Assessment and Article IV reports for Yemen—the first of their kind in several years. Fiscal data serves as a crucial resource to support Fund surveillance activities within Article IV consultations.
Strengthening Yemen’s Fiscal and Debt Statistics (November 22–27)
METAC supported Yemeni authorities in compiling and disseminating Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS). The activity, jointly funded by METAC and the Data for Decisions (D4D) Fund, included capacity-building sessions on GFS and PSDS concepts, IMF–WB quarterly debt reporting requirements, and hands-on training for debt classification and template completion. The mission successfully assessed and improved the quality and consistency of Yemen’s PSDS and GFS data. For PSDS, external debt was reconciled with creditor records, with adjustments made for fully repaid, forgiven, and newly recognized debt, while domestic debt was updated to reflect Sukuk and other new issuances. GFS data verification confirmed overall consistency between financing, revenue, and expenditure flows, though further refinement is needed, including integration of nonfinancial assets and enhanced collaboration between the Ministry of Finance and Central Bank. The mission provided recommendations on comprehensive debt coverage, timely reporting, and quarterly preparation of full GFS statements, which will be supported through ongoing virtual follow-up.
