METAC has developed a training program for supervising Islamic and conventional banks aimed at strengthening observance of Basel Core Principles for Effective Banking Supervision. Delivery of the training program started in April 2006. METAC also intends to assist the Bank of Sudan with upgrading its credit registry. METAC is financing IMF headquarters technical assistance in liquidity management to the Bank of Sudan.

The IMF is working with the Sudanese authorities to determine a broader strategy for public financial management reform. METAC will support the work of IMF headquarters through making a preparatory assessment. In addition, METAC has an on-going project with the Ministry of Finance on introducing a new budget classification that is based on the GFSM 2001 in the 2008 fiscal year. The project involves the Chamber of Accounts and the Budget Department within the Ministry of Finance and National Economy. The World Bank is preparing a Public Expenditure Review for the National Government and the Government of South Sudan, which is likely to be completed by end-2007.

METAC has provided advice on large and medium-size taxpayer operations and information technology issues, as follow-up on the tax administration reforms recommended by the IMF. Further strategic advice from IMF headquarters is planned to update the tax administration modernization program, especially to assist with the resumption of revenue administration operations in the South. METAC will provide TA on the implementation of the reforms, namely related to improvements of LTO and MTO operations and restructuring the taxation chamber.

METAC will assist the Bank of Sudan in improving the basis for compiling international investment position (IIP) statistics, including technical support for conducting a foreign direct investment (FDI) survey. METAC will also assess data consistency between the IIP and external debt statistics. In real sector statistics, METAC is focusing on the development of national accounts and price statistics.
