Public financial management
METAC intends to work with the Ministry of Finance on the development of a macrofiscal unit- building on IMF work in recent years-pending the implementation of some measures by the Ministry of Finance. IMF-supported projects covered budget classification, treasury single account, and macrofiscal analysis. This support has declined as the reform process has matured and as other donors have become actively involved. GTZ has an on-going project in Jordan to assist macroeconomic modeling and expenditure analysis, and USAID has started a project to support the introduction of a GFMIS.
Revenue administration
Following the design of the tax administration reform strategy in 2003-04 (integration of sales and income tax departments and segmentation of the taxpayer population), IMF headquarters and METAC involvement has consisted of providing follow-up advice. During 2004-05, METAC focused on preparation and backstopping support for IMF headquarters fiscal expert visits that assisted with the implementation of the strategy. Given the active role of other donors (especially USAID) in revenue administration reforms, the IMF headquarters will continue to provide strategic follow-up advice, with METAC technical assistance focusing on implementation issues.
Statistics
METAC plans to assist the authorities with implementing a survey of foreign direct investment enterprises, and in supporting IMF headquarters on Jordan’s planned subscription to the Special Data Dissemination Standard (SDDS). METAC also plans to provide assistance in the preparation of a statistical master plan and in the development of supply and use tables.
